Christchurch city are consulting over their draft Traffic and parking bylaw . This is important potential opportunity to influence how Christchurch roads are regulated, particularly as it affects cycling. The draft bylaw is at:

I have contacted CCC and they encourage us to make a submission. The attached submission was lodged on Thurs 1 May (CCC's corrected due date).

Scope of submissions on traffic & parking bylaw
I have checked with CCC and I was assured there is no intention to restrict the scope of the matters that can be considered to those in the draft bylaw. In fact we were positively encouraged to make a submission. In line wih our discussions at the last meeting I'll draft up a quick submission. Due Wednes 30th.
Traffic and Parking Bylaw
I have had a quick look through this bylaw, and there do not currently appear to be any provisions that address interactions betweeen traffic/ parking and cycling/ cycle facilities. However, there are some areas where such provisions could usefully be included.
These include situations where overwidth vehicles are parked so they they intrude into cycle lanes (e.g overwidth trailers, buses vans and trucks), and parking of vehicles at the point where the painted lines for parking areas taper into the curb, and the vehicle effectively blocks part of a cycle lane. Double parking on cycle lanes is another potential candidate.
On other possible area is controls over the the use of cycle lanes to erect warning signs and store construction materials etc.
A new section would probably be required to cover controls on these and similar situations.
I have discussed the idea of including bylaw provisions to protect cyclelanes with Council staff, and they seemed cautiously positive about the idea.
Please check other bylaws too
As well as the Traffic & Parking Bylaw, it is worth checking the details in one or two other proposed Bylaws; ones that come to mind are the Parks & Reserves Bylaw and Public Places Bylaw.
In particular, check out where discussions refer to what "vehicles" can/can't do and make sure that they don't really mean only motor vehicles. I hate to be restricted from riding my bike right up to my next cricket game for example...
