Scott Park (Ferrymead bridge) re-development

10 Mar 2008 - 17:00
Description:

Planned re-development of Scott Park, which is just to the east of Ferrymead Bridge. It is proposed to provide a path around the edge of the park adjacent to the estuary, but restrict this to walkers. There are linkages between this project, the re-development of the Ferrymead bridge, and associated roading. Scott Park has a strategic location for any future estuary edge and/ or Sumner to City cyclepath. The adjoining road is relatively narrow and busy.

Closing date for submissions is 5:00p.m. 10/03/2008 . There is a link to the project below. Plans of the proposed re-development of Scott Park, and the final design for Ferrymead bridge, are attached.

Scott Park issues

The principle issues with the Scott Park design appear to be:
1) Lack of a strategic overview and a consequent failure to take into account the likely longer term requirements for cycling facilities on the Sumner to City route, and around the estuary margins.
2) The lack of off road provision through Scott Park for amenity cyclists in particular over what is a busy and congested section of the main road. Under the proposed Ferrymead bridge design, two lanes off the bridge will merge into one opposite Scott Park, although cycle lanes will be provided. While more experienced cyclists are likely to use the road, less experienced users and groups such as families are likley to find this part of the main road intimidating.
3) The need for better integration within the general area between both on road and off road cycling facilties and the Ferrymead bridge re-development.

In relation to Scott Park these issues would be partly addressed by ensuring that the coastal path is designed to accomodate both cyclists and walkers, and is integrated with the proposed off road path across Ferrymead Bridge. However, this may require that the bridge layout is revisited to ensure that the bridge pathes are dual use, not restricted to pedestrians as is currently proposed.

what about cyclists

It is a shame that cyclists are proposed to be excluded from the proposed coastal pathway. This is in stark contrast to the proposal put forward by the Maurice Carter Charitable Trust in 2005 - see http://archived.ccc.govt.nz/MediaReleases/2005/September/14163025.asp to jog your memory. People who are not cycling already will not be enticed by the traffic environment on Ferry Road / Main Road, but a coastal pathway would provide an environment suitable for any novice.
It is a shame that leadership is shown by a private group of people. It should rather be Council showing this leadership, but they are doing the exact opposite by wanting to forgo this opportunity. What a shame.
